300 euros son las multas con las que la policía local de Xàbia acosa a los
alimentadores y alimentadoras de colonias felinas del municipio alicantino.
Vecinas de la población, algunas de ellas con más de 80 años de edad, tienen
que soportar cómo los agentes de policía les recriminan su actitud y les
multan.
Ante esta situación, el pasado mes de
septiembre, representantes del Partido Animalista- PACMA se reunieron con la
concejal de medio ambiente Doris Courcelles, del PSOE, para tratar de solucionar el problema de
las multas y lograr instaurar un Plan de Esterilización Felina en el municipio.
No se llegó a ningún acuerdo ante la negativa de la concejal, por lo que pospusieron la reunión para más
adelante. Una reunión que, tras 3 meses y dos solicitudes por parte del Partido
Animalista, aún no ha podido celebrarse.
En el Ayuntamiento continúa vigente una Ordenanza
Municipal del año 1990, anterior a la fecha de entrada en vigor de la Ley 4/94
sobre protección de animales de compañía de la Generalitat Valenciana, y
totalmente impropia del siglo XXI, ya que prohíbe alimentar a los animales de
la calle.
Los gatos sufren unas condiciones de vida
penosas. Sin embargo, los vecinos/as que realizan un gran esfuerzo, dedicando
su tiempo y sus recursos económicos para tratar de dignificar la vida de estos
animales y controlar su población, se encuentran desbordados y perseguidos
intentando resolver una situación que afecta al municipio, sin ninguna ayuda
por parte del Ayuntamiento. Éste solo dedica una mínima parte de su presupuesto
a la recogida de perros, a la protectora APASA, pero no concede ninguna ayuda a
los gatos abandonados.
“Estamos dispuestos a realizar una queja al Síndic de Greuges
para que se instaure en el municipio un Plan de Esterilización Felina, con un
presupuesto económico suficiente para alimentar a los gatos y esterilizarlos.
Es intolerable que personas que hacen una labor que corresponde al
Ayuntamiento, encima sean multadas por ello” afirma Ana Espinosa, coordinadora
de Partido Animalista en la provincia de Valencia.

With up to 300 euros fines, the Jávea Local Police

In this situation, last September, representatives of the Animalist

in order to try to solve the problem of fines and achieve establish a Trap-neuter-return
program in the town. No agreement was reached because of the refusal of the council,
therefore the meetings was postponed for later. A meeting that, after three
months and two requests by the Animalist Party, has not yet been held yet.
In the City Concil, a
municipal ordinance from 1990 continues existing, prior to the date of entry
into force of Law 4/94 on the protection of pet animals of the Generalitat
Valenciana. This municipal ordinance is totally inappropiate of the XXI century,
as it bans feeding stray animals.
Cats suffer awful life
conditions. However, neighbours making a great effort, devoting their time and resources
to try to dignify the lives of these animals and control their population, are
overwhelmed and persecuted trying to resolve a situation that affects all the
town, without any support from the City Council. The City Council only offers a
small part of its budget for the collection of dogs, to the animal shelter APASA,
but does not grant any aid to stray cats.
"We will make a complaint to Síndic de Greuges to introduce in the
town a Trap-neuter-return program, with a sufficient financial budget to feed
the cats and neuther them. It is intolerable that people doing a job that the
City Council should do instead, are fined for it" says Ana Espinosa,
coordinator of Animalist Party in the province of Valencia.
